Appearing after the General War in the ISC command structure, Pharoah is a
political newcomer within the ISC. Born on the ISC capital world of Concordia, it is
believed that he is relatively young for a Meskeen, being approximately the size of
a human. Several files on Pharoah were removed by the Romulan Tal Shiar during
the sack of Concordia in the closing days of the Pacification War so not much is
currently available on his early life.
Before being elevated to high command, Pharoah completed several 4 year missions
of Pacification to several anarchistic sectors on the far side of the ISC in the Beta
Quadrant. Appalled by the carnage that he saw and gratified by the peace he
replaced it with, Pharoah became convinced that the ISC could help provide the
same result to the Alpha Quadrant races, then embroiled in the fierce General War.
Pharoah thus became a major player in the ISCs War of Pacification. After a
strange anomaly prevented warp travel, the ISC allied with the Organians, who
gave them the ability to circumvent the anomaly and travel through warp once
again.
Early ISC advances in the Pacification War which resulted in the pacification of
the Klingons and Hydrans quickly gave way to stalemate and then to a bitter
defensive conflict that resulted in the sack of Concordia. Despirited by the loss of
the Pacification War, Pharoah has been at the forefront of ISC attempts to rebuild
its fleet in the hope of being able to resurrect the campaign. Several new starship
designs have since been seen patrolling the borders of ISC space.
Pharoah has also been brought into the shadowy circle of the Intragalatic
Pacification Fleet, a group of captains dedicated to freeing the galaxy from the
chains of war.

With an almost acrobatic style of combat, Pharoah makes use of all
his ships systems to unbalance and then cripple and humilate his enemy.
