This enigmatic being was once a respected captain in Starfleet. Though it was not discovered until later, it turns out that ROOK was in fact not human, but a rogue Organian (or possibly a member of some other near-omnipotent race posing as an Organian). Though his skills in battle were legendary, it was his ownership of a drinking establishment that cemented his fame.

No fewer than three wars were named after him, or rather the pub known as Rook?s Tavern.
Presumably this is because the wars broke out as the result of bar-room brawls among the pub?s racially diverse clientele. While ROOK continued to operate his tavern, fly as a Federation captain, and meddle in the wars named after him, it seems that he did so under separate personalities, none having knowledge of the actions of the others. Some psychologists have suggested that ROOK suffers from a multiple personality disorder that is beyond his control. Others contend that ROOK purposely split his conciousness and powers among three distinct beings,with the Federation captain receiving only immortality, and no knowledge of his other selves. The pub owner apparently was granted limited powers (necessary to keep the peace in such a volatile environment as Rook?s Tavern), while the Organian ROOK was fully aware of his other selves, but powerless to affect their actions or
meddle in their privatae affairs.
 
ROOK has been observed to be a master in the Hunted Fox
maneuver, in which he uses a large ship to defeat several opponents who have given chase.
By keeping out of close range and firing his weapons only for high-percentage shots, he can easily take on three or more capable captains at a time. He is also well-versed in most Starfleet tactics.
